Does anyone know someone that has the following skills and is looking for a
job.

Background in new media? Someone in a Ph.D.
program would be great, but a masters will be fine. This person
will have to teach web design, and other web stuff, writing for
online publications, using video for online sites, and producing
broadcast news as well. Knowledge of media and PR would help too.

There is a possibility that they won't have to have a degree.
